Semantic delivery became an explicit two-phase workflow in System: users preview major, minor, or patch versions, then queue a normal Goal whose configured agent prepares the reviewable change in the standard Goal-managed worktree and approval path. Shared release services persist the trusted plan and Goal identity for UI and CLI callers, while publication remains separately confirmed and resolves only that server-side preparation record. Publication preflights clean synchronized main on its configured upstream, accepts the approved candidate through normal merge ancestry, tags merged main, resumes idempotently across tag, GitHub release, and delivery stages, and verifies the final remote tag and release URL without discarding review edits.
